Arguably nothing is more important for seniors who live on their own than staying connected to friends and family. . In the modern world, that usually means you need a mobile phone. A mobile phone helps you keep in touch with family and friends and can be a critical link that keeps you safe if you’re ever locked out of your home, lost in a strange place or if you’ve fallen and need help right away. Being able to call for help in seconds gives seniors peace of mind, helps prevent and manage emergencies and encourages the social interaction that can help keep independent seniors active and engaged with others.
Keeping a mobile phone active can be a challenge for many seniors. Unfortunately, over 15 million seniors, more than 1 in 3 overall, face economic insecurity. That often comes as a result of trying to make ends meet on a fixed income, with little or no margin of savings left at the end of the month. Under these conditions, a single unforeseen event could result in missed bill payments. When this creates a risk that the phone might be disconnected, you might need help to keep the service active. Fortunately for many seniors, help is available from several sources.
Assistance From Lifeline: Free Phones for Seniors
The Lifeline program is one of the ways the Federal Communications Commission (FCC) supports seniors and people with low income with discounted phone, internet and broadband service. According to the FCC’s description of the program, Lifeline’s purpose is to help keep low-income Americans connected for health and safety, job search and general social benefits. The program can apply a $9.25 monthly discount to most phone services, or up to $34.25 a month for people who live on tribal lands.
Lifeline is paid for through the Universal Service Fund, which disburses assistance through private phone providers, such as Assurance Wireless, Access Wireless and Safelink. Depending on the state you live in and your income, these companies might be able to set you up with a free or steeply discounted mobile phone in addition to the monthly discount. Under some circumstances, qualifying beneficiaries can get a limited number of voice minutes at no monthly cost.
Lifeline at Home
Lifeline service isn’t limited to just mobile phones. The program began as a discount on home landline phone service, and that benefit is still the core of what Lifeline provides for customers. The FCC has adopted a long-range goal of expanding the program into home internet service across the country, but in 2022, this mostly takes the form of encouraging voluntary expansion by private sector internet and broadband providers.
Lifeline Program Eligibility and Limitations
The help you get from Lifeline comes with some limitations. Like any assistance program, Lifeline has income and other eligibility requirements. When you apply for the program, an intake worker with your local agency will ask you some questions to establish your eligibility for Lifeline. Depending on your situation, you may be asked to provide some documents to prove you have a financial need for the assistance Lifeline offers.
Financial need is defined as having a household that earns less than 135% of the federal poverty line. This figure is a financial baseline used by state and federal government agencies to determine what benefits you are financially eligible to receive. States are allowed to set a higher threshold than the federal figure if they have a higher cost of living than the national average. Three states do this for their Lifeline programs: Alaska, California and Hawaii.
The income limit you have to meet depends on the number of people in your household. For the purposes of Lifeline enrollment, a household is defined as the number of people who live together and share the same income and bills. Thus, a married couple is considered a two-person household, as is a single adult with one dependent they care for. A single adult with a roommate who has a job would be counted as two separate households.

You can still get limited Lifeline assistance if your income is higher than the guideline for your state, but you may have to ask a program worker about the details that apply to your area. One advantage of the program’s use of federal poverty limits as a baseline is that you might be fast-tracked into acceptance if you already receive a means tested government benefit. Because you have to establish a low income to participate in some assistance programs, your acceptance into these can be taken as evidence of need when you apply for Lifeline, sometimes without further verification.
Programs that may automatically qualify you for Lifeline include:
- SNAP, sometimes called Food Stamps
- Cash Aid, sometimes called Welfare
- Social Security Income/Social Security Disability Income
- Veterans’ low-income support
- Medicaid (not Medicare, which is not based on income or assets)
- Federal Housing Assistance, sometimes called Section 8
Rules for Using Lifeline
In addition to the eligibility requirements you have to meet when you sign up for Lifeline, the FCC also has rules for how the program is to be used. For example, only one Lifeline enrollment is allowed for each household. If you live with another person and both of you need help with your phones, check with your intake worker to see if you can both still sign up. Depending on how your finances work, you might be considered as living in different households by program standards.
You’re only allowed to have one Lifeline service at a time. If you are already getting assistance with your landline phone, for instance, you will have to cancel that benefit before you can start Lifeline service on a mobile phone. If you’re not able to unenroll from the old program right away, speak with a program worker and ask about what you can do. The program may impose penalties for dual enrollment.
After your initial intake certification, you may have to recertify your financial eligibility every year or so. If you are contacted by the National Verifier’s database or your state’s Lifeline administrator, be sure to respond as quickly as you can. Delays can result in the cancellation of benefits.
Lifeline is intended for people who need phone service for their daily lives. Because of this, Lifeline customers must use their service at least once a month. If you have to go more than 30 days without making or receiving a call, you might get a letter from the program warning you your benefits might end. In practice, this is not necessarily a difficult requirement to meet. Because the program doesn’t track the nature or content of your calls, you can generally meet the once-monthly requirement by calling any number at least once a month.
Free and Low-Cost Phones for Seniors Through Private Service Providers
The Lifeline program is funded by the Universal Service Fund, but the benefits are distributed through a national network of providers. Providers have to be approved for service by the FCC before they can administer Lifeline accounts for their customers. A list of approved providers is available from the FCC to help you choose your carrier. You can also ask your intake worker for advice about which local providers are authorized to set up a Lifeline account in your area.
